NF Open Space Referendum

The Board of Supervisors has approved an ordinance to hold a referendum on introducing an Open Space Tax in Uwchlan Township. This will be included in the 2024 November General Election Ballot for voters to consider.

What is an Open Space Tax and how will it be used?

An Open Space Tax is an additional tax that is used to raise funds for acquiring, protecting, and conserving open space, such as:

  • Undeveloped open spaces and areas
  • Forest and agricultural or farm lands
  • Natural and scenic resources
  • Recreation and historic lands.

It can also be used to support improvements to, and ongoing maintenance for, these areas.

Why do we need an Open Space Tax?

Our 2020 Comprehensive plan outlines an intention to prioritize opportunities to enhance open space in our Township. The plan presents recommendations for improvements to existing parks, recreational programs, and recreational areas, as well as expansion to existing spaces.

An Open Space Tax would create a mechanism to fund, maintain and support these recommendations. 

How much will the tax be? 

The Ordinance proposes an additional Earned Income Tax (EIT) of one quarter of one percent (0.0025). This would increase the current 1% EIT to 1.25%. 

This will be paid by Township residents only. Those working, but not living in the Township, would not pay this tax.

How much will the tax raise?

It’s estimated the tax will raise approximately $2.5 - 3 million each year.

How much open space do we currently have?

We have a well-established parks and open space network in Uwchlan Township. The first public acquisition of ground was in the 1970s and this has grown to almost 400 acres. We also have an extensive trail network, including the County owned Struble trail. The recent purchase of the Rossi Property will add 27 acres to our open space.
