NOTICE OF PUBLIC HEARING 

NOTICE IS HEREBY GIVEN of the public hearing to be held by Uwchlan Township Industrial Development Authority (the “Authority”) at 9 a.m., Friday, April 17, 2026, via in person at the Uwchlan Township Building, 715 North Ship Road, Exton, PA 19341, and by telephone and/or virtual, in compliance with and pursuant to the provisions of Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), including Section 147(f)(2)(D) and the regulations thereunder. The purpose of the public hearing is to provide reasonable opportunity for interested individuals to express their views regarding the project and other matters described below. In connection therewith, the Applicant (defined below) is requesting the Authority to issue bonds to finance certain costs as described below with respect to Applicant’s student housing projects (collectively, the “Bonds”).   1. Applicant: University Student Housing, LLC (a Pennsylvania limited liability company exempt from tax under §501(c)(3) of the Code). 
  2. Maximum Principal Amount of Tax-Exempt Financing: $10,000,000
  3. Description of Projects: For the benefit of students attending West Chester University of Pennsylvania of the Pennsylvania State System of Higher Education (the “University”) the Applicant will undertake the following Projects:
    1. Project I (the “Village Renovations Project”)
      Description: The Village Renovations Project consists of extensive upgrades to seven (7) of the eleven (11) three-story Village Apartment buildings for student housing, including modernization of bathrooms and other interior renovations, lower-level exterior walkway lighting and handrails, furniture and appliances, and construction of an exterior rock drainage system to improve water management. 
      Location of Financed Facilities: The financed facilities for the Village Renovations Project are located on the south campus of the University at the Village Apartments, 181 Carey Drive, West Chester, Chester County, Pennsylvania 19383.
      Allocation of Bond Proceeds: Maximum Allocation of Bond Proceeds $6,626,000 
    2. Project II (the “University Hall Renovations Project”)
      The University Hall Renovations Project consists of several upgrades to the University Hall building, including bathroom upgrades, replacement of HVAC units, and elevator modernization. 
      Location of Financed Facilities: The financed facilities for the University Hall Renovations Project are located on the center of the residential quad on the north campus of the University at University Hall, 180 University Avenue, West Chester, Chester County, Pennsylvania 19383.
      Allocation of Bond Proceeds: Maximum Allocation of Bond Proceeds $3,374,000
  4. Initial Owner of the Projects: The Applicant.

The public hearing is held by the Authority on behalf of itself and the County of Chester, Pennsylvania, as the governmental unit whose approval is needed, and in which the facilities are located, all as required by the Code.
